As for outsourcing work and finding talent, there are numerous online services that act as virtual marketplaces, where contractors and businesses can connect. Here are three of the more popular services:
oDesk http://www.odesk.com
BidModo http://www.bidmodo.com/
eLance http://www.elance.com
I hope this helps you get started!
I can't really speak so much about the outsourcing part of your question since I've never done it myself, but I've heard good things about http://www.elance.com. Additionally, before you actually do any outsourcing you might want to read this article from Entrepreneur Magazine about the topic: http://www.entrepreneur.com/humanresources/hiri…
If you want a really nice (and fairly inexpensive) billing system then you should check out Fresh Books (http://www.freshbooks.com/?ref=2bbac0bd235706-1). Fresh Books allows you to sign up and manage 3 clients for free so you can try the product out. It also lets you have multiple people manage your account, send quotes and bills, and your customer can even send you payments via credit card through Fresh Books.
